Respected Prime Minister, May I start by wishing you a good and happy year ahead.I would like to bring to your notice an excellent policy decision made by you in 2004 which is consistently sought to be violated.  As the Chairperson of the Indian Wildlife Board, you had taken a decision which was communicated in writing as well and endorsed by the highest decision making authority in the area of wildlife, the Board itself, that no elephants would be sent outside India as they often died and were always badly looked after. The elephant being an endangered species – and whose numbers are now being misrepresented as were the tiger to show them as far more than they actually are – should not be treated as an inanimate object that becomes a “ gift”. The elephant is a social animal and in the zoos that it is gifted to , the weather is often inappropriate or the zoo is inadequate or the elephant has to lead a single existence. Most elephants that have been gifted over the years have died while still very young. In keeping with this decision, the baby elephant that was to be gifted to Yerevan Zoo was stopped by you and this decision was applauded all over the country. However in the last one year, we have had to constantly fight off attempts by state officials and the officials of the Central Zoo Authority to gift elephants.

THE CZA has called meetings by “ “experts” which means retired forest officials to discuss whether elephants should be given to PRIVATE nonrecognised zoos in Korea and the Philippines and continue to persist with this idea inspite of receiving pictorial evidence about the zoos. Now Punjab is exporting an elephant to Belgrade Zoo which is one of the worst zoos in the world and has been condemned for many years by every international zoo inspection body and which has been intermittently closed and reopened. However the question is not whether the zoo is bad or not. The question is whether a policy decision made by you is going to be challenged and flouted every few months. In which case the Wildlife Board and the office of its Chairman should be disbanded along with the august office of the Prime Minister.May I request you to take action on this matter. All of us in this field are really tired with trying to save elephant after elephant individually from misery and an untimely death caused by the strange reluctance of officials to follow your orders.  With warm regards, (Smt. Maneka Gandhi)

*a REPLY* "Vlade Divac- About Transfer"  (Januar 06. 2006.)

Dear Animal Rights Supporter,I would like to thank you for your email regarding the conditions of Belgrade Zoo and the transfer of the elephant named "Djanom".   My goals, as a philanthropist, have always been to help those in need and to support what I believe is right.  Therefore, my intentions are of a good nature just like yours.  That's why I am planning to personally make a financial donation to Belgrade Zoo for help of ALL animals, not specifically elephant Djanom.  This way I will be able to contribute to improving the living conditions at the Zoo. I can only hope they are using those fund for a good cause.  I share very much your concerns for Djanom and other animals at the Belgrade Zoo and I support your energy to help people at Belgrade Zoo to make better living space for all animals.  We will try our best to make sure that the organizations who are ready to help get in touch with the people at the Belgrade Zoo.Thank you for your concerns.Respectfully, Vlade Divac

__*Letter From: Beauty Without Cruelty - India/ To: Member Secretary-Central Zoo Authority>>> Dr B R Sharma/Member Secretary/Central Zoo Authority/Ministry of Environment and Forests/Bikaner House, Shahjahan Road/NEW DELHI  110 011

Dear Mr Sharma,Beauty Without Cruelty - India (an animal rights organisation) has been approached for help to stop the transfer of an Elephant called Djanom from Punjab to the Zoo in Belgrade. The animal is being gifted to them by the Maharaja Randhir Singh (Secretary General of the Indian Olympic Association). For detailed information please see http://www.action4animals.bravehost.com/Djanom.html, We request you to please personally take an interest in the matter and have the Central Zoo Authority of India to re-examine the case and in the interest of the animal not allow it to be sent to the Belgrade Zoo which we understand does not take proper care of animals. We would greatly appreciate hearing from you with regard the decision finally arrived at: whether or not the Elephant will be sent to Belgrade Zoo.Thank you and with best wishes for 2006,Yours sincerely,Diana Ratnagar/Chairperson, Beauty Without Cruelty - India and/Former Hon Consultant on Animal Welfare to the Government of India

*a reply From: CZA (Central Zoo Authority -India)

Dear Diana Ratnagar, The Central Zoo Authority is in no knowledge of gifting of any elephant from Punjab to Belgrade Zoo. Government of India has already banned gifting of wild animals by State Heads. International movement of wild animals can not be done without permission from CITES Authority and Central Zoo Authority (if it is related to any zoological park). You may also like to contact Additional Director General of Forests (Wild Life)/ Director(Wildlife Preservation) who is heading the CITES Management Authority in IndiaThank you with Best Wishes for 2006. With regards. (B.R.SHARMA)Member Secretary Central Zoo Authority /Annexe 6, Bikaner House, Shahjahan Road , New Delhi, India - 110003
